On or about November 26, 2025, at approximately 7:36 PM, a Washington County Dispatch Supervisor reported a harassment concern due to an individual repeatedly calling her over two separate time periods, causing a disruption in her work. Previously, the individual, identified as IBRAHIM MOHAMED ABDALLA, [DOB REDACTED], the Defendant herein, had lost a civil court hearing about a repossessed vehicle and Defendant was not pleased with the outcome. Defendant has been issued a cease and desist order after making false complaints about Woodbury Police Department staff, harassing city staff at the city hall, and using abusive language.
Dispatch supervisors were provided a script from the city attorney's office to read to Defendant upon receiving any further calls from him. Earlier on November 26, 2025, the dispatch supervisor called to report Defendant had called her 12 times consecutively, causing her undue stress and frustration. Later that day, a different dispatch supervisor called, stating Defendant had called from two different phone numbers 21 times within a 25 minute span. The second dispatch supervisor also states Defendant's calls caused her undue stress and frustration, and caused an inability to focus or concentrate on critical tasks.
Woodbury Police Department officers responded to Defendant's residence on Cresthaven Trl, City of Woodbury, Washington County, Minnesota. Officers advised Defendant he was under arrest for harassment. Defendant became upset, tensing up, yelling, spitting, and threatening officers with violating his rights. Defendant was transported to Washington County Jail.
