Alexus Aleasha Arrell

Your complainant is a deputy with the Hennepin County Sheriff’s Water Patrol Division. In that capacity, your complainant has read the police reports prepared by Hennepin County Sheriff’s Deputies Gunia and Jerde, and believes the following to be true: On October 5, 2025, at approximately 6:05 P.M., Deputy Jerde observed a personal watercraft displaying Minnesota registration 2951LM operating on the waters of Lake Minnetonka within the jurisdiction of the Lake Minnetonka Conservation District, Hennepin County, State of Minnesota, after the hours of operation which require that the personal watercraft be off the water one hour before sunset.

Sunset on October 4, 2025, was at 6:47 P.M. Deputy Jerde stopped the personal watercraft and identified the operator M. P. S. M. P. S. Indicated that she had rented the watercraft and the registered owner was determined to be Alexus Aleasha Arrell, [DOB REDACTED], hereinafter Defendant. It was determined that the watercraft had not been inspected or licensed by the Hennepin County Sheriff’s Office and Lake Minnetonka Conservation District for use as a rental watercraft in violation of LMCD Ordinance 7-4.01, and there was no rental inspection sticker affixed to the waercraft.

Deputy Jerde also learned that M. P. S. Had not been provided with the instructions covering the laws and rules of the Lake Minnetonka Conservation District.
