On January 23, 2026, Deputy Strum was informed that Julian David Pennington, [DOB REDACTED] was incarcerated in the Olmsted County Adult Detention Center pursuant to an active warrant from Dallas County, Texas. Deputy Strum contacted the Dallas County, Texas Sheriff's Office to confirm the warrant and their intent to extradite Julian David Pennington from the State of Minnesota. Deputy Strum requested and received a copy of the warrant issued from the State of Texas, Dallas County Court for criminal case number F-22-32180 signed by Deputy Clerk Debra Brown dated February 20, 2024 charging Julian David Pennington with the felony offense of Poss CS PG 1/1-B>=1G<4G. On January 23, 2026 Deputy Strum conducted an extradition interview with Julian David Pennington at the Adult Detention Center.
Julian David Pennington verbally identified himself and stated he was aware of the warrant from the State of Texas. Complainant has reasonable grounds to believe that Julian David Pennington, who is currently in the custody of the Olmsted County Sheriff, is the person described in the documents received from the State of Texas and is a fugitive from justice. The said Julian David Pennington should be brought before the Olmsted County District Court so that he may be advised of his rights and a determination be made whether or not he waives extradition to the State of Texas or whether he contests and demands a hearing relative to the right of the State of Texas to return him to the State of Texas.
