ROBERT EARL BROOKS, [DOB REDACTED], has the prior domestic violence convictions within the past ten years. ••-CR-••-••••, Domestic Abuse Violate NCO, gross misdemeanor conviction 1/10/2025 62-SU-CR-21-797, Emergency Telephone Calls, Interrupt, Interfere, etc., misdemeanor per 609.13, conviction 2/23/2022 On January 7, 2026, at approximately 7:39 P.M., Saint Paul Officers were dispatched to the 200 block of Ravoux Street, Saint Paul, County of Ramsey, on a domestic assault. The 911 caller said her cousin’s boyfriend was assaulting her cousin and locked them in the bathroom.
Officers arrived and were advised by a witness that the suspect, BROOKS, and the victim, BM, were leaving out the back door of the building. Officers went to the back and found a male-BROOKS-in a silver vehicle in the passenger’s seat. BROOKS was arrested. The witness, GH, said she and her husband moved into the building. BM and BROOKS were helping them move into their unit. BM asked to use the bathroom, and GH told her where it was located. BROOKS appeared drunk, and asked, “Where the hoes at?” BM told him to relax.
BROOKS went to the bathroom and started yelling at BM. She told BROOKS he was not doing to do this in her apartment. He responded that she was not going to tell her what to do. GH saw BROOKS push BM into the bathroom. BM fell into the bathtub. BROOKS grabbed the water hose in the bathroom and told BM he would get her wet. GH saw BROOKS punch BM. BM told her to help her and call police. GH went to tell her husband, SF, to get BROOKS out of the apartment. When GH returned, she saw BROOKS on top of BM trying to choke her while she was on the floor.
SF said he saw BROOKS and BM tussling and fighting in the bathroom and grabbing onto each other. He saw BROOKS spray water at BM. At one point, he saw BROOKS on top of BM, trying to choke her. BM said they were in the apartment where her boyfriend, BROOKS, was drinking. They argued and it became physical. They went into the bathroom and BROOKS locked the door. He started punching her all over her body. At one point, BROOKS grabbed her shirt, pulled on it, causing it to rip. BM said this is not the first time BROOKS has been physical with her.
In a subsequent conversation with an investigator, BM said she has been with BROOKS for approximately four years, and the abuse started about two years ago. She said she went to a friend’s residence on Ravoux. She went to the store to buy food. When she returned to the car, BROOKS appeared “antsy.” She went to the store again with a friend of BROOKS. When she returned to the apartment, she went to the use the bathroom. BROOKS entered the bathroom and swore at her, calling her “stupid ass, dumb ass b****.” He backed her into the shower, and said, “I’ll drown you, b****.” She was able to grab the showerhead hose and sprayed water on him.
