On October 31, 2023, Anoka County Adult Protection Services (APS) referred a financial exploitation of a vulnerable adult case to the Anoka County Attorney's Office Investigations Division. According to the referral SARA JEAN HABIB, [DOB REDACTED], hereinafter defendant, is the representative payee and personal care attendant for her daughter OG, [DOB REDACTED], who is classified as a vulnerable adult (VA). APS completed their investigation and substantiated the financial exploitation of the VA by the defendant.
Anoka County Attorney's Office Investigator Myslicki obtained the VA's banking records and noted numerous ATM withdrawals occurring between March 2023 and October 2023. Specifically Investigator Myslicki noted that in March 2023, $614.40 was withdrawn from the VA's bank account at an ATM located at Treasure Island Resort and Casino; April 2023, $334.40 was withdrawn from the VA's bank account at an ATM located at Treasure Island Resort and Casino; in September 2023, $419.40 was withdrawn from the VA's bank account located at an ATM located at Mystic Lake Casino Hotel and in October 2023 $109.70 was withdrawn from the VA's bank account at an ATM located at Mystic Lake Casino Hotel.
Investigator Myslicki determined the total amount of withdrawals to be $1,477.90. On March 7, 2025, Investigator Myslicki spoke with the defendant at the Anoka County Attorney's Office. Investigator Myslicki confirmed that the defendant and the VA reside in Hilltop, Anoka County, Minnesota. During the statement, the defendant stated, among other things, she has been the court appointed legal guardian of the VA since the VA turned 18. The defendant further acknowledged she was the VA's representative payee until December 2023. Investigator Myslicki inquired about withdrawals made from the VA's account at various casinos between October 2022 and October 2023 and the defendant admitted she made those withdrawals and that she used a portion of that money to gamble.
