On January 21, 2026, Bloomington Police Department Officers were at the Walmart located at [ADDRESS REDACTED] East in Bloomington, Hennepin County, Minnesota. Approximately around 9:27 P.M., Bloomington Police Department Officers were notified by Walmart loss prevention staff that a female suspect had selected and concealed merchandise from inside of the store. The female suspect then passed all points of sale without attempting to pay. Loss prevention staff made contact with the female suspect and escorted her to the loss prevention office.
The female suspect was later identified as CASSIE MARIE CONKLIN [DOB REDACTED] "Defendant" herein. A search of the Defendant's person revealed the unpaid concealed merchandise. During the search, officers located a joker playing card from Defendant's left jacket chest pocket. Inside of the joker playing card was a white powdery substance. Officers also located a tear gas canister from Defendant's right jacket pocket. Defendant was placed under arrest and transported to the Bloomington Police Department Jail.
Officers later conducted a field test of the of white powdery substance. The white powdery substance field tested positive for 2.0 grams of methamphetamine. The total value of the unpaid merchandise is $41.38. At present, Defendant is in custody. Defendant has a prior qualifying crime of violence conviction from Ramsey County in Court Case File No. ••-CR-••-••••, and is therefore prohibited from possessing tear gas or a tear gas compound.
