Complainant is Minnesota State Patrol Trooper Melissa Fischer. Complainant states that on November 28, 2025, troopers conducted a traffic stop in the area of Hemlock Lane in the city of Maple Grove, Hennepin County, Minnesota, due to the driver of the vehicle not wearing a seatbelt. Troopers made contact with the driver, later identified as CHEYANNE DANIELLE PHILLIPS [DOB REDACTED], and requested her information. PHILLIPS provided troopers with a voided MN ID card. Troopers inquired as to her license status and PHILLIPS stated she is waiting to receive her license in the mail.
Upon an inquiry of PHILLIPS driving status, troopers found that PHILLIPS was revoked and there is an ingition interlock program restriction. Troopers did not observe an ignition interlock device in PHILLIPS's vehicle. Troopers reinitiated contact with PHILLIPS, who confirmed she is the vehicle's owner and it is her primary mode of transportation. Troopers advised of the revoked license and ignition interlock requirement, and PHILLIPS stated she did not know that and did not have the money to pay for an ignition interlock.
PHILLIPS was placed under arrest. PHILLIPS was sent notice of the ignition interlock program requirement in March of 2022, and has not completed that program since. PHILLIPS also has convictions for driving after revocation from August of 2025, and September of 2025, and has not obtained a valid license since those dates.
