On or about November 23, 2025, Officer Johnson of the Woodbury Police Department responded to a delayed theft report from earlier that day at the Walmart store located at [ADDRESS REDACTED] in the City of Woodbury, Washington County, Minnesota. The officer made contact with loss prevention employee E. O., who advised that a male suspect, later identified as JAKOB JON KOWALK [DOB REDACTED], Defendant herein, failed to pay for numerous items at self-checkout. E. O. Advised that Defendant had scanned floss and other small items multiple times instead of paying the full price for the items taken.
Defendant paid only $4.36 for merchandise valued at $106.52. Defendant did not have permission to leave the store without providing full payment for all merchandise. E. O. Advised that Defendant left the location in a vehicle bearing MN LIC #NLG227. The officer ran a records check on the vehicle information and learned that Defendant had frequent contacts with the vehicle. The officer compared Defendant's driver's license photo to surveillance video of the incident provided by Walmart and observed that Defendant was the theft suspect.
Defendant does not have a permanent address and his current location is unknown. This document is being submitted as a complaint warrant.
