On February 4, 2026, at approximately 1:50 P.M., Sgt. Olson was driving north on Rice Street, Saint Paul, County of Ramsey, when he observed a blue Hummer H3 in the left lane with tires sticking out past the fenders and with dark covers on taillight. The vehicle changed lanes twice, but the turn signal was difficult to see because of the cover on the taillight. Sgt. Olson activated squad lights and initiated a traffic stop. The driver pulled to the right, but continued driving north. Sgt. Olson activated squad siren.
The driver drove north, turned east onto Manitoba Avenue, and stopped in the middle of the road. The driver’s door opened, a male exited, ran toward a building, and went inside. The address to the building is [ADDRESS REDACTED]. The male was short, wearing a black and white plaid jacket, dark gray jeans, a black baseball cap, and black Nike shoes. A piece of paper-citation written to CARLOS LYLE ROBERT GARCIA, [DOB REDACTED] by State Patrol in the early morning hours of February 4th-came of the vehicle when the male ran.
There were no other occupants in the vehicle. Trooper Mains searched the vehicle. A plastic bag with a crystal-like substance (approximately ¼ pound) was found in the center console. An Apple Iphone was found on the driver’s side floorboard. A black firearm holster was found in the glove box. Management told officers KJ resides in [APT REDACTED] and that she was on the phone with a male inside the apartment. KJ told officers the male-GARCIA-wanted to exit the apartment on his own. A short time later, GARICA exited the apartment and was arrested.
GARCIA-identified by Minnesota photo identification-wore a black t-shirt, dark gray jeans and black Nike shoes. GARCIA’s driver’s license status is revoked. GARCIA declined an interview. Officers obtained a search warrant to search [APT REDACTED]. Officers found three loaded firearms, ¼ pound of suspected methamphetamine, and several items of drug paraphernalia. Trooper Mains conducted preliminary tests on suspected drugs. The suspected drugs recovered in the Hummer, result positive presence of methamphetamine, weight 159.17 grams.
The suspected drugs located in the apartment were tested using a TruNarc Delta test, result positive for methamphetamine, weight 187.71 grams. Officers obtained a search warrant for a sample of GARCIA’s DNA and a sample was collected. GARCIA has the following convictions for crimes of violence. He is prohibited from possessing firearms.
