On April 8, 2026, at approximately 1600 hours, officers with the Plymouth Police Department responded to the Ramada Inn regarding a welfare check after hotel staff reported hearing a female crying and a male yelling inside room 257. Officers made contact at room 257, which was rented by DONQUALE DELMONTE JEFFERSON ([DOB redacted]), Defendant herein. When officers knocked and announced their presence, a 19-year-old female, A. T., eventually opened the door. On April 9, 2026, officers took a statement from A. T. Regarding what had occurred on April 8, 2026. A. T. Reported that she and Defendant were in a relationship for approximately three months.
A. T. Also described that Defendant had approached her in Minneapolis offering her work in modeling and pornography. She described an “intake process” involving shaving and nude photographs and confirmed that Defendant had installed cameras in the hotel room which recorded sexual activity between them. A. T. Reported that on April 8, 2026, she and Defendant had been arguing and he attempted to take her phone and placed her in a “choke hold.” A. T. Reported that she was able to temporarily escape into the bathroom and hide underneath the sink while concealing her phone inside her jacket sleeve because she feared Defendant would take it from her.
A. T. Stated that Defendant entered the bathroom, pulled her out from underneath the sink, and caused her head to strike an object during the struggle. A. T. Reported that officers arrived shortly afterward. During the course of the investigation, officers learned that Jefferson had approached multiple young adult women offering modeling, pornography, and social media opportunities, often targeting vulnerable women experiencing housing instability or emotional vulnerability. Investigators learned Defendant utilized hotel rooms and apartments to house women, required them to participate in “intake” procedures involving nude photographs and shaving, installed surveillance cameras inside living spaces, and recorded sexual activity.
Multiple women described Defendant exerting controlling behavior, monitoring their phones and communications, isolating them, and pressuring them into participation in pornography-related activity. Investigators also recovered multiple electronic devices and surveillance cameras during execution of a search warrant at Defendant’s hotel room on August 8, 2026. The investigation into Defendant’s conduct remains ongoing for potential additional charges and additional victim identification. Defendant has the following domestic violence-related convictions that enhance this offense to a felony: • 2019 conviction for Aggravated Assault w/ Deadly Weapon from Midland County, TX (Court File No. CR51619) • 2019 conviction for Aggravated Assault w/ Deadly Weapon from Midland County, TX (Court File No. CR51620) • 2019 conviction for Aggravated Assault w/ Deadly Weapon from Midland County, TX (Court File No. CR51621) Defendant is currently on conditional release for Predatory Offender Registration Violation charges in Court File No. ••-CR-••-••••. The State requests that this Complaint issue by warrant.
