On December 5, 2025, Edina Police Officers responded to a theft in progress report at Walgreens, [ADDRESS REDACTED] South, Edina, Hennepin County. The reporting party, an employee at Walgreens, I. F., stated that he observed two females in the store select a package of garbage bags and proceed to fill them and two shopping carts with merchandise. The females then exited the store without paying for any of the items. I. F. Waited for the females outside the store and was able to take back the shopping carts.
The females then fled the parking lot in a vehicle at a high rate of speed. Officers stopped the vehicle. The driver was identified as TONYA HALE CONGER a.k.a TONYA HALE RALEIGH, Defendant Conger herein. The backseat passenger was identified as ANAB ABDULKADIR MOHAMED, Defendant Mohamed herein. A front seat passenger was also in the car but not associated with the theft. Officers asked what happened and Defendant Cogner stated they did not have any money and were trying to get things for their house and their cat.
A cat was located in the vehicle. Defendant Cogner handed Officers two large garbage bags full of merchandise. I. F. Was transported to the scene and confirmed Defendant Cogner and Defendant Mohamed were the two females they observed in Walgreens taking merchandise. 73 items were inside the carts that were valued at $1,004.23 and 72 items were inside the garbage bags in the vehicle valued at $943.22. A total of $1,947.45 was stolen by the Defendants. The Defendants were placed under arrest, and the vehicle was searched.
Inside the vehicle were two magnets commonly used to remove security tags and a Medicare card belonging to someone other than those located in the vehicle. In a post-Miranda statement, Defendant Conger stated “I just went into the store and stole some stuff, sorry”. She also stated, “I just stole some stuff I thought I needed or could use to get some food”. When asked what types of items she took, she stated “hygiene and cleaning stuff”. Defendant Conger stated she passed all points of sale without paying for the merchandise and that she went to Walgreens with the intent to steal merchandise.
In a post-Miranda statement, Defendant Mohamed stated “we were at the Walgreens and took a few cleaning stuff” and she stole the items because “she just moved to a new place and don’t have anything over there.” Both of the Defendants are currently out of custody.
