On July 12, 2025, around 11:20 P.M., law enforcement was on routine patrol around Central Avenue NE and 93rd Avenue NE, Blaine, Anoka County, when it observed a vehicle driving in the center lane and cross over the dashed lane lines into the right lanes while signaling and then corrected and returned to the center line. Law enforcement initiated a traffic stop on the vehicle. As the vehicle pulled over, law enforcement noted that the passenger of the vehicle appeared to reach down into the vehicle with his left hand.
Law enforcement identified the driver as L. V., whose driver’s license was cancelled inimical to public safety. L. V. Was arrested. L. V. Attempted to call the registered owner of the vehicle and was unable to get ahold of them. A tow was ordered for the vehicle. The passenger of the vehicle, identified as Matthew Roy Woller [DOB REDACTED], defendant herein, was told by officers that he could leave the scene before they began their inventory of the vehicle before the tow. As officers conducted an inventory search before the tow truck took the vehicle, officers located a baggie between the passenger seat and the center console with a white crystal substance in it.
The substance in the baggie was sent to the Midwest Regional Forensic Laboratory for testing. It tested positive for 3.496 grams of methamphetamine. Defendant has two prior felony fifth-degree drug possession convictions.
