On 03/02/2026 at about 2330 hours, Maplewood Police responded to the parking lot at [ADDRESS REDACTED] E in Maplewood, Ramsey County for a domestic assault. Dispatch notes indicated that a female, KLC, had been assaulted in the parking lot by Freddie Tyrone DUDLEY JR, [DOB REDACTED], who then fled the scene in KLC’s vehicle. On scene, police made contact with KLC. KLC had a significant laceration above her right eyebrow, an abrasion to her left knee, and blood on her hands and face. According to KLC, she arrived at the address driving her 2022 Chevrolet Equinox (MN/ SBW382) and met her significant other, DUDLEY, in the parking lot.
KLC got out of the vehicle and put her 9mm pistol in her waistband. KLC, who has a permit to carry, feared DUDLEY might gain access to the weapon if it was left in the vehicle. KLC and DUDLEY argued. DUDLEY, who appeared to be intoxicated, then approached her and punched her in the face about 6 times. This, she said, caused her facial laceration. When KLC said she was going to call police, DUDLEY tried unsuccessfully to grab the pistol from her waistband. DUDLEY then got into KLC’s vehicle. KLC tried to prevent him from taking the vehicle, but DUDLEY drove off with KLC hanging onto the car and being dragged.
Once KLC let go, DUDLEY accelerated away and collided with a vehicle in the parking lot as he fled. KLC had not given KLC permission to take or drive her vehicle, which was valued in excess of $5,000. A witness, DCP, said he saw the dispute between KLC and DUDLEY and heard KLC yell that DUDLEY was trying to take her gun. DCP saw DUDLEY in the driver's seat of the vehicle with KLC standing outside the open door and both parties hitting each other. DCP said he heard the vehicle’s engine rev, saw it drive away, and saw KLC being dragged.
Finally, DCP said he saw the vehicle strike a parked car as it fled. Police identified the parked vehicle that had been damaged (MN/RVN587). On 3/3/2026 at about 1100 hours, KLC called the Maplewood Detective. She said she feared for her life because DUDLEY kept calling her, texting her, and threatening her life. She also said that during the incident on 3/2/26 DUDLEY placed his hands around her neck and squeezed. She said she felt dizzy, lightheaded, and was unable to breathe. KLC said she had strangulation marks on her neck and the laceration on her eyebrow required four stitches.
KLC said she was currently unable to work as a result of her injuries. On 03/05/2026 at 0048 hours, Maplewood Police responded to another domestic call involving DUDLEY. DUDLEY was in KLC’s apartment threatening to kill her. Police arrived and arrested him (RCAO# 062- 0587160). For purposes of Rule 6.02, DUDLEY is on probation and has open cases for Fleeing Police in a Motor Vehicle (••-CR-••-••••), Domestic Assault - Strangulation (••-CR-••-••••), and a Threats of Violence case currently being reviewed (RCAO# [PHONE REDACTED]).
