On June 14, 2024, at 8:05 A.M., Washington County Deputy responded to a business in the city of Hugo, Washington County, Minnesota on a report of "slumper" in a vehicle. The person was identified as Aaron Gregory Rands, [DOB REDACTED], Defendant herein. Defendant was unresponsive to knocks on the vehicle's window. Additional officers arrived on scene to help. Deputy knocked on the window several times, Defendant would raise his head and then put it down again. Defendant rolled down the window, which appeared difficult for him to do.
Defendant had constricted pupils, and dry, bloodshot eyes. Sgt. Observed burnt tinfoil in the vehicle. Law enforcement asked Defendant to step out of the motor vehicle. Sgt. Located suspected methamphetamine in the vehicle and Defendant confirmed it was methamphetamine. Defendant was searched and in his front pocket there were two prescription methadone bottles not in Defendant's name. During a search of the vehicle the following was located: 1.) approximately 20 used tinfoil pieces that had burnt residue 2.) larger orange prescription bottle containing another white crystal substance which appeared to be methamphetamine 3.) Scale often utilized to weigh narcotics 4.) Methadone prescription bottle with a pink liquid for a person, not Defendant 5.) small clear plastic baggy with a blue pill and two white bar pills 6.) toot straw utilized to ingest narcotics 7.) small clear syringe with a pink liquid consistent with the methadone liquid.
With Defendant's permission the vehicle was moved to a parking space. On June 17, 2024, the items were tested. The suspected white crystal substance weighed 8.9 grams and field tested positive as methamphetamine. Other items were field tested one with.6 grams of methamphetamine and one with.8 grams of methamphetamine. Defendant has the following pending cases: 1.
