On October 1, 2025, Blaine PD received a theft report from the Bath & Body Works store located at [ADDRESS REDACTED] NE in Blaine, Anoka County, MN. The store reported that on September 11, 2025, around 10:11am, two individuals stole numerous items. The total value of the stolen merchandise was $1,030.75. None of the stolen items were recovered. The two individuals were eventually identified as TAYLOR DORRECE CAMPBELL [DOB REDACTED] ("Campbell") and ASHLEY SHANAE JENKINS [DOB REDACTED] ("Jenkins"). Bath & Body Works is familiar with Campbell because she has been involved in numerous thefts at their metro-area stores.
A store clerk at the Blaine location confirmed Campbell as one of the suspects. Blaine PD also received notification from Roseville PD that Jenkins and Campbell have been driving around the metro area committing thefts. Surveillance footage from the Blaine Bath & Body Works shows Campbell and Jenkins entering the store together at 10:11am and grabbing shopping bags. They spend about eight minutes browsing and placing various items into their bags. Around 10:19am, after filling their bags, they appear to meet and talk.
At 10:21am, they are near the door together before quickly leaving the store without paying for the items in their bags. An employee and customers near the entrance appear to notice the theft. It then looks like the employee makes a phone call while watching through the window. Campbell has at least six pending cases, including two FEL Thefts and one pending MSD Theft. She currently has four active warrants in those cases. One warrant is in Hennepin County (••-CR-••-•••• - FEL Theft) and has been active since 2/21/25. Another is in Washington County (••-CR-••-•••• - FEL Organized Retail Theft) for failing to appear on 5/13/25 and 7/1/25. The last two warrants are in Hennepin County (••-CR-••-•••• and ••-CR-••-•••• - both for MSD False Emergency Call) for failing to appear on 8/16/24. Jenkins also has at least six pending cases, including a pending GMD Theft in Anoka County (02-CR-25- 7087), a FEL Theft in Hennepin County (••-CR-••-••••) with an active warrant for failing to appear on 10/28/25, a MSD Theft in Ramsey County (62SU-CR-25-3980) with an active warrant for failing to appear on 11/14/25, a second MSD Theft in Ramsey County (62SU-CR-25-3757) with an active warrant for failing to appear on 11/5/25, and a MSD Trespass in Hennepin County (••-CR-••-••••) with an active warrant for failing to appear on 10/30/25. COMPLAINT WARRANT REQUEST: The State requests body-only complaint warrants for both Campbell and Jenkins, and that they remain in custody until appropriate protective orders are issued and conditions of release and bail are set pursuant to Minn.
R. Crim. P. 6.02, subd. 1. Both are considered flight and public safety risks. Their current whereabouts are unknown, and each has at least six active cases, including felonies. Additionally, both have at least four active warrants as of the filing of this complaint. Therefore, there is a substantial likelihood that neither will respond to a summons, their location is not reasonably discoverable, and their arrest is necessary for public safety and to prevent further criminal activity.
