Your Complainant is an Investigator for the Anoka County Sheriff’s Office and in such capacity makes this Complaint based upon the reports of Deputy Ryan Kirchen, whom your Complainant believes to be truthful and reliable. On July 24, 2025, at approximately 8:14 A.M., Deputy Ryan Kirchen of the Anoka County Sheriff’s Office was on duty and received a dispatch report of a motor vehicle personal injury accident involving three vehicles occurring at Hanson Boulevard NW and 133rd Avenue NW, in the City of Andover, County of Anoka, State of Minnesota.
Upon arrival, Deputy Kirchen observed a white SUV, Minnesota license plate [PLATE REDACTED], on the northeast corner of Hanson Boulevard NW at 133rd Avenue NW on Anoka County Sheriff's Office property flipped over on its roof with heavy damage and the occupant’s legs hanging out of the vehicle. Emergency personnel were tending to the driver of the SUV subsequently identified as the defendant herein KENNETH ALAN KILEY, [DOB redacted]. Deputy Kirchen first spoke with the driver of the black BMW, Minnesota license plate [PLATE REDACTED], facing north in the left turn lane of northbound traffic.
The driver stated that he was coming to a stop for the red light on Hanson Boulevard when he observed the defendant approaching from behind not appearing to slow down and was struck on the rear passenger side. The driver stated that the defendant’s vehicle flipped on its side and continued past him flipping onto its roof. Deputy Kirchen observed heavy rear passenger side damage sustained to the BMW. Deputy Kirchen spoke with the driver of the third vehicle involved, a white Honda CRV, Minnesota license plate [PLATE REDACTED]. The driver stated that she was stopped in the left turn lane on Hanson Boulevard when the defendant struck the BMW and pushed past her vehicle.
Deputy Kirchen observed the CRV which was behind the BMW had light damage to the front right rim. Deputy Kirchen learned the drivers of the BMW and CRV did not sustain any injuries. While on scene, Deputy Kirchen was approached by a male identified as Troy Kurth, [DOB redacted]. Mr. Kurth stated that he was the defendant’s roommate and that he and the defendant had been drinking the previous night from a bottle of liquor they purchased that night. Mr. Kuth stated that when he observed the bottle this morning, it was practically gone.
Deputy Kirchen observed Mr. Kurth was visibly upset that the defendant had driven and stated the defendant also shouldn’t be driving due to a recent stroke. Deputy Kirchen observed that the defendant was eventually extracted from the vehicle and escorted onto a stretcher by paramedics. Deputy Kirchen learned from paramedics that they smelled the odor of alcohol. Due to the defendant’s injuries, Deputy Kirchen was unable to speak with the defendant, and the defendant was transported by ambulance personnel to Mercy Hospital.
