Probable Cause
At around 3:45 PM on April 1, 2026, officers were sent to [ADDRESS REDACTED], St. Paul, Ramsey County on a burglary. An alarm company had contacted the owner and learned that nobody was supposed to be inside the residence. Officers found a window next to the front door that was not secured. Officers made entry and found the window’s screen inside the home. Officers saw a fresh shoe print on the dust in a TV stand next to the open window. Officers found ZONG VANG XIONG [DOB REDACTED] asleep on the stairwell heading upstairs.
Officers arrested Xiong. Officers found an empty Capri Sun pouch and a handgun magazine in Xiong’s possession. The handgun magazine held rounds of ammunition. The homeowner confirmed that the Capri Sun pouch matched items he had in the kitchen. Xiong’s shoe matched the print officers found on the TV stand. Xiong was advised of his constitutional rights and agreed to speak to an investigator. Xiong said he is unsheltered and lived I the home 13 years ago. Xiong knocked on the door and entered through a window when nobody answered.
He drank a beverage that was not his that he found on the kitchen countertop. Xiong had a loaded 9mm magazine in his possession. Xiong said he did not have the corresponding firearm in his possession, and Xiong was trying to find the magazine’s owner. Xiong has 7 prior felony convictions since 2019. Xiong’s threats of violence conviction makes him ineligible to possess firearms or ammunition.
