On January 20, 2026, Mounds View Police Officers were dispatched to a call where a customer threatened bank employees. The suspect was JAMES DAVIN FISCHER, [DOB REDACTED]. FISCHER’s address is at 8480 Pleasant View, Mounds View, County of Ramsey. AK, Sales Manager US Bank, said a customer, FISCHER, called a few days prior to report fraud and activity on his account. He did not make threats on the prior calls. On this date, FISCHER called on the phone, yelled, and made threats toward staff members.
AK said FISCHER’s speech was slurred. FISCHER said he knew one of the branch employees and was going to shoot their kids. AK did not know which employee or branch location FISCHER referenced. FISCHER also threatened to walk outside and kill everyone in his way while he was going to the bank. Manager SD spoke to FISCHER. SD said FISCHER mentioned guns. Officer Voir called FISCHER’s stepfather, RG, who said FISCHER suffered mental instability several years prior due to an accident. RG said FISCHER was at home and was yelling in the basement.
RG said FISCHER did not have access to firearms. There were guns in the home in a safe that is locked. Officers went to FISCHER’s residence in Mounds View. FISCHER’s mother allowed officers to enter the house. FISCHER was called. He walked up the stairs and said he knew why officers were present and said officers were going to kill him. He said officers should know who he is because they have already killed him. When asked what was going on today, FISCHER made nonsensical statements about people killing people and “doing this to him.” FISCHER was arrested.
FISCHER had two knives in his front sweatshirt pocket. FISCHER declined an interview.
