On or about February 25, 2026, Minneapolis police responded to a string of events involving the same individual. This complaint consolidates the events of multiple events into one complaint. Minneapolis CCN 26-046853 On or about February 25, 2026, Minneapolis police responded to an auto theft in progress at approximately 7:00 A.M. Police responded to the area of 54th Street and Lyndale Avenue in Minneapolis, Hennepin County, Minnesota. Remarks in the call stated the caller's Ram truck was stolen and a black Honda CR-V displaying MN Plate SKY385 was left behind.
Police arrived in the area and saw a black Honda CR-V displaying MN Plate SKY385 parked in the AutoZone located at [ADDRESS REDACTED] in Minneapolis, Hennepin County, Minnesota parking lot with the front driver's side door open, lights on, and the engine running. The vehicle was unoccupied. Police spoke with the owner of the vehicle C. M., Victim 1 herein, Victim 1 stated she started her vehicle to warm it up at approximately 630 A.M. And then went back inside. When she came back outside to go to work, her vehicle was gone.
Her vehicle has a push-to-start function. She could not remember if she locked her doors or not. She stated there were no cameras that may have captured the incident. She stated two credit cards were missing, one from Chase Bank and one from American Express. She had already cancelled the cards once she realized her vehicle was gone. She also located a sweatshirt that did not belong to her in the backseat. There was also a bag of wrappers left on the front driver's seat that was not hers. The trash was disposed of at the scene.
The vehicle was stolen from Queen Avenue South in Minneapolis, Hennepin County, Minnesota. Surveillance shows a Ram truck enter this parking lot. It shows Victim 1’s vehicle being driven into the lot and then a person in a red hoodie, who was later identified during the next chain of events. Minneapolis CCN 26-046882, CCN 26-046850, and CCN 26-046860. On or about February 25, 2026, Minneapolis police responded to a call for service involving a person who was tracking his stolen dodge ram truck in the area of 2800 block of 12th Avenue South in Minneapolis, Hennepin County, Minnesota.
The theft of the truck occurred around 7:00a m. As noted above. The events detailed below though was 9:00 A.M. Upon arrival, police talked with the reporting party, J. S., Victim 2 herein who stated the suspects who stole his vehicle, a black 2022 Ram truck with Minnesota license plates JLB080 were in the alley. Police walked with Victim 1 to the northern entrance of the alleyway and he pointed at a red SUV parked in the rear driveway of 1215 E 28th St. Victim 1 stated the suspects who stole his vehicle just got inside of the red SUV. The red SUV was a 2007 Ford Expedition with Minnesota license plates RSC043. Police approached a man standing outside the vehicle, later identified as DEVIN JAMES BIGBEAR- HUAPAPI [DOB REDACTED], Defendant Bigbear-Huapapi herein, and told him to put his hands up.
