On Friday 05/08/2026, Roseville Police were conducting a proactive investigation involving repeated shots fired incidents occurring in and around Reservoir Woods park in Roseville, Ramsey County. Police had recovered numerous spent shell casings and live rounds from the area and several of the casings had been linked through NIBIN to violent crimes in the metro area, including assaults and a homicide. The previous incidents in the park typically occurred on Friday nights around 2030 hours. At about 2029 hours, Police were aware that there we two individuals in the park at the exact location where previous shots fired incidents had been reported but police had been unable to locate the two.
Then, at about 2115 hours, police saw two individuals exit the wooded area and enter a 2019 Mazda 6 (MN/TDX573). The vehicle was parked in an area associated with prior evidence recoveries. The vehicle registered to an address in north Minneapolis and its windows were so heavily tinted that police could not see into the vehicle and could barely see through the front windshield. Followed by a squad, the Mazda drove to County Road B2 and then north on Victoria Street N. There, it unexpectedly pulled over to the side of the roadway.
There was no marked parking spaces there and, based upon the officer’s training and experience, it was uncommon for motorists to abruptly pull over without law enforcement signaling them to do so. Given the totality of the circumstances, including the vehicle’s substantial window tint, the officer believed the driver’s behavior was suspicious and indicative that criminal activity may be occurring. The officer, therefore, activated the squad’s emergency lights and initiated a traffic stop. The driver of the Mazda shifted the vehicle into “park,” but when the officer exited the squad and began approaching the vehicle, the driver shifted the vehicle back into “drive” and accelerated away.
The officer pursued in the suad and was able to stop the vehicle by performing a PIT maneuver near Victoria St and Transit Ave. The Mazda’s two occupants were removed from the vehicle. The driver was identified as Amin Mohamed HASSEN ([DOB REDACTED]) and the passenger was identified as Abdikader ISMAIL ([DOB REDACTED]). In a post-Miranda statement, ISMAIL said that he HASSEN had been hiking in the woods. He said that prior to being stopped, HASSEN pulled to the side of the road to make a U-turn and then saw red and blue lights behind them.
ISMAIL said he believed it was a firetruck or an ambulance, so he told HASSEN to continue driving. HASSEN declined a formal interview but spontaneously asked the officer "Why didn't he come out when I stopped?" When told that the officer did exit his squad, HASSEN said "I didn't see nobody that's why I kept driving".
