On November 17, 2025, at approximately 12:56 P.M., Deputy Rueb of the Mower County Sheriff’s Office was dispatched to the Southern MN Education Center (SMEC) located at [ADDRESS REDACTED] 56 in the County of Mower. The reporting party advised that a white Chevrolet Malibu (MN license RWP011), being driven by ANDREW CARL LEFF, DOB/052407), the defendant herein, hit a black Chevrolet Trailblazer (MN license 803905) in the parking lot and fled. Rueb learned the Malibu had been reported stolen out of Stewartville earlier in the day and the defendant’s driving privileges are revoked.
While enroute to SMEC, Sgt. Rueb called the phone number law enforcement had for the defendant. The defendant’s mother answered the phone and advised that she recently kicked the defendant out and that she did not know his whereabouts. Sgt. Rueb arrived at SMEC and photographed the damage to the Trailblazer. Rueb observed white paint transfer to the vehicle along with damage to the rim and scrapes on the front right of the vehicle. Rueb then made contact with Witness 1 (an adult male) who works for SMEC. Witness 1 stated that he saw the white Malibu being driven by the defendant when the vehicle backed up, turned, and hit the Trailblazer.
Witness 1 stated that he recognized the defendant as he is a former student of SMEC. Witness 1 said the defendant then dropped off Witness 2 (a juvenile female) and drove off. Witness 1 took a photograph of the vehicle as it was driving away that captured the Malibu’s plate number. Rueb obtained the photograph as well as school security footage of the incident. Sgt. Rueb then made contact with Witness 2. Witness 2 stated that the defendant picked her up in the Malibu and drove her to school. She stated that they were parked when he pulled out of the stall, turned quickly, and hit the Trailblazer.
She said that the defendant said he was going back to jail as he did not have a license and was recently released. Witness 2 stated that she got out of the vehicle and the defendant took off. She stated that the defendant had been staying with his brother in Stewartville, but she did not know the address. Rueb contacted Olmsted County to inform them that the defendant was likely headed to Stewartville in the stolen Malibu. Later the same day, at approximately 1:45 P.M., Sgt. Rueb was advised that Olmsted County was pursuing the stolen Malibu on Highway 63 and was headed towards the Mower County line.
Olmsted terminated the pursuit and advised that the stolen Malibu was last seen at the county line and the vehicle’s engine was smoking. Mower County deputies responded. At approximately 2:06 P.M., Deputy Krebsbach located the stolen Malibu as it was traveling southbound on County Road 14 near 200th Street in the County of Mower at a high rate of speed. As the vehicle passed the deputy, Krebsbach identified the driver as the defendant. Krebsbach activated his emergency lights and sirens and attempted to stop the defendant.
