The Complainant having reviewed the applicable reports believes the following facts to be true: that on November 14, 2025 at approximately 10:07 P.M. Police were sent to the intersection of Victoria and Edmund in the City of Saint Paul, Ramsey County on report of a caller saying she had driven while drunk and struck a parked vehicle. When they arrived, they discovered a Honda CRV (license plate [PLATE REDACTED]) with front-end damage which appeared to have rear-ended another vehicle, and saw the driver of the Honda CRV sitting nearby on the ground.
She was identified as the 911 caller, Susan Lyn BLOCH, [DOB redacted], MN DL # T000231152200, Defendant herein. Defendant told officers she was extremely depressed due to her boyfriend's recent overdose, that she had driven drunk and hit a car, and knew she was too drunk to drive. Officers could smell alcohol on her person, she had bloodshot watery eyes and slurred speech. Defendant performed poorly on field sobriety tests and was placed under arrest and transported to the Ramsey County LEC for testing.
After hearing a rights advisory, Defendant agreed to take a breath test, the result of which was a.17 alcohol content at 11:09 P.M.
