On November 24, 2025 at approximately 10:47 P.M., Minnesota State Patrol responded to an aggressive driving complaint of a vehicle traveling eastbound at I394, a location within Minneapolis, Hennepin County, Minnesota. The 911 Caller, M. R. V. (the Victim herein) reported that her ex boyfriend, Fernando Olvera Fernandez (the Defendant herein) was aggressively following her vehicle and she was scared. Upon arrival to the area, Troopers observed two slowly traveling vehicles with flashers activated on the I394 ramp headed towards westbound I94. The Defendant appeared to be trying to stop his vehicle in front of the Victim's, in an effort to prevent her from passing him.
Troopers stopped the vehicles. Immediately, the Defendant opened his door and began walking towards the Victim's vehicle. Troopers stopped and detained him. The Victim told responding Troopers that she noticed the Defendant when she arrived at a friend's home in Minneapolis. The Victim stated that the Defendant should not have known she would be going there and she worried he was following her. The Victim immediately left the location and the Defendant followed her. The Victim stated that the Defendant began chasing her and he had to run red lights in order to keep up with her.
The Victim [NAME REDACTED] would follow directly behind her and then would pull up on either side of her vehicle to yell at her. The Defendant then pulled in front of her and slammed on his breaks. The Victim she was "very scared because he is much stronger than I am, and I'm not winning anything. He knows I'm scared of him." The Victim is one of the Defendant's family or household members under Minn. Stat. 518B.01, subd. 2, as the Victim and Defendant are ex romantic partners.
