On November 28, 2025, at approximately 9:06 PM Ofc. Peterson of the Rochester Police Department was stopped in the Law Enforcement Center parking lot by Victim- an adult male fully identified in police reports. Victim reported that a group of approximately 8 individuals had jumped him in the apartment parking lot of The Quarters apartments in Rochester. Victim [NAME REDACTED]. Peterson a video fo him being assaulted in a park in Rochester from approximately two weeks prior. Victim believed the same people were attempting to jump him that night.
Victim [NAME REDACTED] had pulled into the parking lot at The Quarters and was about to get out when a group of people got out of a car and approached him. Victim shut his door and locked it. The individuals began banging on his windows and yelling at him to get out. One of the individuals Victim identified as "Amani." Victim drove away considering the group was attempting to jump him. As Victim [NAME REDACTED] individuals chased him in a black SUV, so he went to the LEC. Ofc. Peterson offered to follow Victim home to make sure that the group was not waiting for him.
As Ofc. Peterson and Victim [NAME REDACTED] intersection fo 15th Ave and 8 1/2 Street SE they came across a vehicle crashed into a home. Victim [NAME REDACTED] was the vehicle that was pursuing him. Other officers were on scene dealing with the crash. Ofc. Garcia Lantigua was at the crash scene and found a group of individuals standing outside a black SUV that had apparently crashed into a residence on 1315 8 1/2 Street SE. Ofc. Garcia Lantigua overheard the driver Amani Aballa Oman ([DOB REDACTED]) that they had been driving to escape another vehicle chasing them.
In addition to OMAN, another male on scene was Sunday Owiti ([DOB REDACTED]). OWITI claimed to have been asleep prior to the crash and denied getting out of the vehicle proceeding the crash. OWITI conceded that they had gone to The Quarters, but did not witness any kind of altercation. Ofc. Martinez spoke with another individual associated with the vehicle, Ajwutto Abang Gor ([DOB REDACTED]). GOR also conceded being at The Quarters, but denied any kind of altercation taking place. Det. Wesely was assigned to follow up on the case and first obtained surveillance from The Quarters.
The video showed a dark SUV parking in the center lot of the complex and turning its lights off at approximately 8:52 PM. The SUV was then seen circling the lot with its lights off. As the SUV went through the the lot, Victim's white vehicle pulled into the lot. The two vehicles came together at the east end of the lot. Due to lighting of a lot light, what occurred between the two vehicles was not captured on video. However, surveillance showed Victim's vehicle emerge from the light traveling at a high rate of speed with the dark SUV following.
