On or about November 27, 2025, at approximately 10:49 PM, officers of the Ramsey Police Department were dispatched to a three vehicle property damage accident in the area of 7000 block Highway 10, City of Ramsey, Anoka County, Minnesota. Officers were advised of a fight occurring at the scene and that a female, later identified to be HELLEN MORAA OMWENGA, [DOB REDACTED], the Defendant herein, was yelling and attempting to bite people. Upon arrival, officers recognized Defendant from a previous encounter the night before.
The previous incident involved Defendant being found with a BAC of 0.79 and an open bottle of alcohol in her passenger seat. Upon contact, Defendant was noted to have bloodshot, watery eyes, slurred speech, and a small of a consumed alcoholic beverage emanating from her breath. Defendant stated she had been driving, which witnesses confirmed. Due to Defendant acting erratically, standardized field sobriety tests were not conducted and Defendant was placed under arrest. During handcuffing, Defendant raised her right hand in a fist and held it there until an officer approached and moved it behind her back.
Defendant was instructed to walk to the squad car, however she would not move until escorted. After several commands, Defendant would not get into the squad car. Defendant had to be lifted by two officers. While attempting to lift her, Defendant kicked Officer Goebel with her right leg in his leg/groin area. After being placed in the vehicle, Defendant was read the breath test advisory several times and failed to state she understood. After being transported to Ramsey Police Department, Defendant refused to exit the vehicle.
Officers advised she would be charged with test refusal if she did not exit. Defendant was then transported to Anoka County Jail. Defendant had to be taken out of the squad car by jail staff. No prior DWI convictions were noted on Defendant's record.
