On May 7, 2026, detectives with the Anoka County Sheriff’s office received notice of a delayed report of a minor, [name withheld — minor] 1, being sexual assaulted by her biological father, Andre Lamont Atlas Jr. [DOB REDACTED], Defendant herein, while she was at his residence located in the City of Blaine, Anoka County, roughly one year ago. Detectives spoke to Child 1’s mother, who stated that the victim had informed her that day, that Defendant had touched her in a sexual manner while she was visiting his house sometime in the last year.
Defendant resided on 7th Street NE in the City of Blaine during the time of the assaults and Child 1 would have been 11 years old. In a forensic interview, Child 1 stated she was at Defendant’s house approximately one to two years ago in Blaine and was staying there overnight for approximately a month over summer break. Child 1 disclosed three different incidents in which Defendant sexually assaulted her within a one-month period that same summer. All three incidents occurred in Defendant’s living room; on one of the two couches he had positioned in an “L shape.” Each time, they had a blanket over them and Defendant would either remove her clothing and underwear or ask her to take them off.
Child 1 said the first time it happened; Defendant removed her pants and underwear and then began using his hand to touch and rub her vagina. Defendant then placed his penis on her vagina before making her sit on his penis and moving her back and forth and up and down on top of his penis. Child 1 said during this, his penis went inside her vagina. The second assault occurred the following night and Defendant did the exact same thing to Child 1 as he had the previous night on the couch in his living room.
Child 1 described Defendant rubbing her vagina with his hand before penetrating her vagina with his penis. The third assault occurred a few days later after a party at Defendant’s house. Child 1 said Defendant kept begging her to let him do it again and continued asking until Child 1 gave in and let it happen. Defendant massaged her vagina with his hand and penally penetrated her vagina. At the end, Child 1 said she told Defendant it made her uncomfortable and Defendant told her he would stop, but not to tell anybody, and that was the last time it occurred.
Child 1 recalled her sister disclosing that Defendant did the same thing to her, and that Defendant used that as a reason to explain “this was a normal thing for them to do as a father and daughter” and also explained that is part of the reason why she did not come forward earlier.
