On December 24, 2025, law enforcement were doing speed enforcement on I-35 in the area of the 4th Street overpass in Rush City, Chisago County, Minnesota. At approximately 3:00PM, law enforcement observed a vehicle traveling northbound on I-35 driving 85 MPH in the 70 MPH zone. A traffic stop was performed. Law enforcement requested identification and insurance from the diver, who was identified as LAVERLE RODELL MAYS [DOB REDACTED], Defendant herein. Defendant stated that he did not have a license or insurance information for the vehicle, as it was a rental.
While speaking with the driver, law enforcement noticed the front passenger reaching and doing something with her hands beneath the passenger seat for about 15-20 seconds. The driver's information was confirmed and it was discovered he had a felony warrant for his arrest. He was arrested and searched incident to arrest. Law enforcement found a small, white, folded paper bindle in his sweatshirt pocket. This bindle contained a crystal like substance that field tested positive for methamphetamine and weighted.7 gram.
The vehicle was also searched. Within the vehicle law enforcement found many small pieces of foil. Beneath the passenger seat was a piece of burned foil and a small rock. The foil and rock were consistent with drugs and drug use. Also beneath the passenger seat was a syringe filled with a dark red substance. The rock later field tested positive for cocaine.
