On or about November 10, 2025, at approximately 10:08 AM, officers of the Blaine Police Department were dispatched to respond to a shoplifting reported to be in progress at Fleet Farm, located at [ADDRESS REDACTED] NE, in the City of Blaine, Anoka County, Minnesota. Officers were advised that a female suspect, later fully identified to be ANGELA CHRISTINE TEEGARDEN, [DOB REDACTED], Defendant herein, had already removed tags from a pair of boots she was wearing and was heading to the exit with a cart of additional merchandise.
Upon arrival, the officer observed Defendant exit the store with the merchandise that had not been presented for sale. When Defendant looked towards the officer, she began fleeing northbound. The officer activated his emergency lights and cut off Defendant. Defendant turned around and continued fleeing. The officer chased after Defendant on foot and yelled "stop" and that she was under arrest. The officer caught up to Defendant and grabbed on to her. Defendant continued to try to pull her arms away, flailing her body erratically.
The officer was unable to handcuff Defendant until another officer arrived to assist. When the other officer arrived, Defendant continued to attempt to kick at the officers as they attempted to detain her. The stolen boots were removed from Defendant's feet and returned to employees. Loss prevention confirmed Defendant had taken merchandise from the store without presenting the items for payment. The total value of the items taken from Fleet Farm was determined to be $623.72.
