Your complainant is employed by the Columbia Heights Police Department. In that capacity, complainant has reviewed official reports and has learned substantially the following: On 07/28/2025 at approximately 3:01 pm, Officer Boskovic was dispatched to a damage to property report at Public Storage, located at [ADDRESS REDACTED] NE, in the City of Hilltop, County of Anoka, State of Minnesota. Upon arrival, Officer Boskovic made contact with the manager, who stated that a female and a male entered the garage bay and shattered a steel door with a large glass window that led into the area with the storage units.
Officer Boskovic reviewed security video footage, which shows that on 07/25/2025 at 6:33 pm, a white 1997 Toyota Camry, MN lic. PRV350, pulls up to the gate, and the female driver enters a code. The code entered belongs to an account by S. L. J., whose account has been closed and the code does not work. A white shirtless male then exits the passenger side of the vehicle and enters S. L. J.’s account number again. A female lets them inside of the garage bay and they enter S. L. J.’s account number again in attempt to access the storage unit area, but the code does not work.
The male stands next to the steel door and begins pacing around the room and makes lewd hand gestures to the camera. The male then runs at the steel door and punches it with his fist. He then immediately runs out of the building through the sliding glass doors. Shortly after, the male returns to the room, looks at the door, and then looks at the camera, and then paces near the door for a few minutes. The male and female then leave the scene. Upon further investigation, Officer Boskovic identified the male as Dominic Lee Budnick, [DOB REDACTED], the defendant herein.
Officer Boskovic made contact with the defendant, who admitted to shattering the window in the steel door. The defendant stated that he broke it because he was frustrated that he could not get into the building. The total cost to repair the door is approximately $990.
