On November 4, 2025, an officer of the Rochester Police Department spoke to Witness 1 (adult male identified in police reports). Witness 1 reported that he had been conducting an online investigation on different chatting applications. On November 4, 2025, a male, later identified as COREY DON BIGGERSTAFF [DOB REDACTED] began messaging him on Discord. Biggerstaff was using the username of "Xander Cor***." Eventually, the chat moved to Chat Avenue and Biggerstaff was using the username of "Military Man." Biggerstaff first started talking to Witness 1 on Chat Avenue.
Witness 1's profile was that of a 13- year old girl named Bella. Biggerstaff started off by saying "Hey there, gorgeous." Witness1 said they were a 13 year old female. Biggerstaff wanted to move their conversation to Discord, and Witness 1 agreed. While chatting, Biggerstaff sent two photos of his exposed penis to Witness 1. He told Witness 1 that he wanted to impregnate her and that he wanted her to be naked while he put his penis inside of her. Biggerstaff shared personal details about himself to Witness 1, including that he was staying in Rochester, MN and his age.
He also shared with Witness 1 information about close family members passing away. Biggerstaff repeatedly asked Witness 1 to meet in person and talked about having sex with her. During the chat, Biggerstaff said that the previous night he had been sleeping in bed with his friends children. Witness 1 was able to find Biggerstaff's Facebook account and verified information that Biggerstaff was sharing with him. In some of the photos that Biggerstaff was sending Witness 1, Biggerstaff's chest was visible, which showed a distinct tattoo.
Biggerstaff also posted a picture to his Facebook account with that same tattoo. Biggerstaff was located in Rochester on November 6 and arrested. He agreed to give law enforcement a statement. He first denied using Discord, but then acknowledged he was using Discord. He denied talking to any 13-year old females on Discord or Chat Avenue. The messages were verified by law enforcement and Biggerstaff admitted to having that Discord account. Biggerstaff is a registered sex offender. He has been registering as homeless in Rochester.
Local law enforcement has had contacts with Biggerstaff in Rochester in the last few months. PLEASE TAKE NOTICE: YOU MUST APPEAR FOR EVERY COURT HEARING REGARDING THIS CASE. FAILURE TO APPEAR FOR COURT IS A CRIMINAL OFFENSE AND MAY RESULT IN ADDITIONAL CRIMINAL CHARGES BEING IMPOSED AND PUNISHED AS PROVIDED IN MINNESOTA STATUTES SECTION 609.49.
