Based on reports from an incident occurring on November 18, 2025, your Complaint offers the following to establish probable cause: On November 18, 2025, Woodbury Police officers were patrolling the area near Woodlane Drive and Guider Drive in Woodbury, MN. Officer observed a dark colored sedan with no front license plate turn southbound onto Woodlane Drive. Officers described the driver as a black male, wearing a mask, baseball hat, and a hoodie over their head. Officers report the car was Nissan Altima and had a rear license plate of RUN092. The registered owner of the car (L. P.) was revoked and had a warrant.
Officers continued following the vehicle and reported that the car cross over the fog line as it was traveling towards Valley Creek Road. The car signaled to go westbound and failed to come to a complete stop before making a right turn. Officers initiated a traffic stop as the car was merging onto 1494. Officers reported that other vehicles in front of the car pulled over, however, the suspect car drove passed those cars and onto I494. The car began to accelerate and cut over the center lane without signaling.
Officers report that it appeared that smoke was coming from the car. The car continued northbound in the center land, cut off a vehicle in the left lane, and then accelerated to 80 mph. The car was observed straddling the left and center lane lines. Officers successfully deployed a Starchase onto the car. Officers then slowed down and observed the vehicle enter I94. Officers reported the car exited onto White Bear Avenue. The vehicle reach the 1300 block of Maryland Avenue and a St. Paul Police Officer apprehend PERRY YORK [DOB REDACTED]. The St. Paul Police Officer reported observing YORK and vehicle in a parking lot.
YORK was walking away from the car and began running after officers arrived on the scene. Officers also detained another male who released at the scene. Officers also spoke with the registered owner (L. P.), who said YORK had borrowed the car that day.
