On February 24, 2026, Coon Rapids Detective Smith learned that ALEXANDER PAUL GIFFORD [DOB REDACTED], Defendant herein, was noncompliant with his predatory offender registration (POR) as of 1/25/26 because he failed to return a verification letter from the MN BCA. The letter was mailed on 1/9/26 to Defendant's registered primary address: 33 105th Ave NW in Coon Rapids, Anoka County, MN. Detective Smith reviewed reports for ICR 26034679, which indicate Coon Rapids officers were called to that address on 2/15/26. It was reported by D. Gifford that she refused to let the Defendant into the residence because he was using drugs.
The officers then took the Defendant to a nearby friend's house. Detective Smith contacted D. Gifford on 2/24/26 at around 1:44pm. She reported that Defendant's last night at the residence was on 2/10/26. She said Defendant had partially completed the verification letter but had not yet returned it. Defendant is required to comply with POR because of a Felony 1st Degree Criminal Sexual Conduct conviction on 11/7/2001 in Anoka County (02-J2-01-052921). His POR start date was 1/9/02, and he must register until 12/12/32. On 6/1/25, he registered 33 105th Ave NW in Coon Rapids as his primary residence and did not list a secondary address.
Defendant's criminal history includes multiple felony convictions for 5th-degree drug offenses. He also has past convictions for theft, card fraud, using false names, DWIs, CVO, obstruction, and more.
