On or about October 31, 2025, at approximately 11:51 PM, Officer Satele of the Blaine Police Department was on routine patrol when he observed a vehicle veering on the roadway, nearly driving into the ditch on the right side of the road. The officer observed the vehicle failing to maintain its lane as the tires weaved over the fog line. The officer initiated a traffic stop of the vehicle in the area of I-35W and Lake Dr, in the City of Blaine, Anoka County, Minnesota. The driver of the motor vehicle was later fully identified to be RYAN LADD LONG, [DOB REDACTED], Defendant herein.
The officer approached and advised Defendant of the reason for the stop, to which Defendant stated he was veering because the front right tire on the truck was low. Defendant was not able to provide the officer with valid proof of insurance as requested. While speaking with Defendant, the officer observed Defendant to have bloodshot and glassy eyes and he spoke with slurred speech. The officer smelled a strong odor of consumed alcoholic beverage coming from the vehicle. The officer administered the Horizontal Gaze Nystagmus test and observed multiple clues of impairment.
Defendant was not able to complete the One Leg Stand test due to left ankle pain. Defendant provided a sample for a preliminary breath test the result of which indicated he had a 0.127 BAC. Defendant was placed under arrested and transported to Blaine Police Department. Defendant was read the Minnesota Breath Test Advisory and he stated he understood the advisory but subsequently refused to provide an evidentiary breath test. Defendant gave the basis of the refusal as being because he was not under the influence.
A review of Defendant's record shows one prior qualifying impaired driving related conviction from September of 2022 out of the State of Florida.
