In the month of November 2025, Det. McSweeny of the Rochester Police Department began working with a Confidential Reliable Informant (CRI) who provided information on suspects selling methamphetamine in Olmsted County. One suspect was an individual they knew as "Packman" who sold methamphetamine in the City of Rochester. "Packman" was identified via RPD records as Paek Saengkeo ([DOB REDACTED]), Defendant herein. The CRI stated they had been in phone contact with Defendant and Defendant agreed to sell methamphetamine to the CRI. Det.
McSweeny met with the CRI to complete a controlled buy of methamphetamine from Defendant. The CRI was searched during this meeting and no illegal items or money was located. The CRI was provided with prerecorded buy money and outfitted with covert recording devices. The CRI was transported to a predetermined buy location by detectives and released to go and meet Defendant. Detectives then began to surveil the CRI at the buy location. The CRI was observed meeting Defendant in a place open to the public.
Via electronic surveillance, Defendant was observed making an exchange with the CRI. After the buy was complete, CRI was observed leaving the buy location and was surveilled to the predetermined post-buy meeting location. As the CRI made contact with Det. McSweeny they provided suspected methamphetamine. The CRI was searched again which revealed no items of evidentiary value. The CRI provided a statement and confirmed they exchanged money for methamphetamine from Defendant. Det. McSweeny field-tested the substance which revealed it was positive for methamphetamine.
The substance weighed 7.8 grams with packaging. Defendant was arrested on probable cause for this offense on December 22, 2025.
