On or about April 20, 2026 at approximately 2:45 A.M., Minneapolis officers responded to a report of a person slumped over in their vehicle on 21st Street East near Bloomington Avenue in Minneapolis, Hennepin County, Minnesota. Officers went to that location and located a red Saturn Vue with Minnesota license plate [PLATE REDACTED] (“the Saturn” herein). Inside the Saturn, officers saw a male, later identified as RICHARD RAYNELL KELLEY (“Defendant” herein), slumped over in the driver’s seat. Officers pulled their squad cars behind the Saturn and activated their emergency lights.
Officers approached the Saturn and spoke with Defendant. Defendant told officers that he had been sleeping in the Saturn because he was tired and he was waiting for his friend. Defendant told officers that he did not have his driver’s license, but he provided his name and other identifying information. One officer left the driver’s side window of the Saturn to check Defendant’s driver’s license status. Other officers stayed near the passenger side window outside the Saturn with Defendant still inside the vehicle.
As officers continued to speak with Defendant, Defendant began reaching around the Saturn, turning on the headlights, and turning on the windshield wipers. Defendant grabbed the gear shift and shifted from park to drive. Officers ordered Defendant to put the Saturn back in park, but Defendant shook his head “no,” and then drove away. Defendant fled the scene heading north on Bloomington Avenue, then turned right on Franklin Avenue. Officers pursued the Saturn. Officers turned onto Franklin Avenue and saw that the Saturn had been stopped by a Hennepin County Sheriff’s Office squad car.
Officers who had identified Defendant during the initial stop confirmed that Defendant was also the person stopped by the Hennepin County Sheriff’s Office. Defendant is currently in custody of the Minnesota Department of Corrections at MCF-Faribault. The State respectfully requests a warrant issue to ensure Defendant receives notice of the charge against him and ensure his appearance.
