Your complainant is a Deputy with the Steele County Sheriff's Office. Investigation has revealed that on November 19, 2025 at 6:40 pm, Deputy Rector responded to the Steele County Jail, [ADDRESS REDACTED], Owatonna, County of Steele, to do follow up on a report of a jail corporal being assaulted the day prior. The following is a synopsis of the statements made by Corporal Solseth. Inmate Montemayor was brought into the jail and made comments about being suicidal. Montemayor was then transported to the Owatonna Hospital.
We received word that while at the hospital Montemayor became uncooperative. When Montemayor returned to the jail he was brought directly into cell INB on the ambulance gurney. Montemayor was taking off of the gurney and was laid onto the mat on the floor. Montemayor started headbutting the wall. It was then decided that Montemayor needed to be placed in the restraint chair due to him inflicting harm on himself. Once Montemayor was placed into the restraint chair we have to do capillary checks to make sure the straps on the chair are not cutting off circulation.
Montemayor had a blanket covering him that he had kicked off onto the floor. As I was putting that back on and checking his capillary, I felt spit hit the right side of my face also I heard him spit. That's when I moved around to the back of the chair and placed a spit hood on him. He only spit once. Previously Montemayor had made statements that he was going to kill my family. Montemayor stated, "Is that what you want b****"? "I'm gonna get you". PLEASE TAKE NOTICE: Pursuant to Minn.
