On October 16, 2025, at approximately 7:36 pm, Deputy Blackford with the Wright County Sheriff’s Office was dispatched to [ADDRESS REDACTED] (Paradigm Services) in Monticello, Wright County, Minnesota regarding a criminal damage to property complaint. Deputy Blackford met with CLJ, who stated a resident at the home she manages who was identified as Joseph Timothy Penly [DOB REDACTED] hereinafter defendant keyed an employees vehicle. HAW reported to CLJ that defendant has been very confrontational the past few days with HAW. Defendant blames HAW for not getting his medications and has been verbally aggressive towards HAW. Deputy Blackford observed surveillance footage of defendant walking over to HAW’s vehicle, reach down to where the damage to HAW’s vehicle was observed.
Defendant is then observed to move his hand around where the damage is observed. Deputies met with defendant who immediately admitted to keying HAW’s vehicle. Defendant stated he scratched HAW’s car with a rock because she was mean to defendant. Defendant stated he was standing up for himself and others. Defendant stated he understands he should not have done it but does not feel bad about it because he stood up for himself. On November 21, 2025, Deputy Blackford received a quote from HAW for the repair to her vehicle.
The total estimated cost to repair the vehicle was $1621.51.
