For several months, Minnesota agencies investigated a Mexico based drug trafficking organization (DTO). Gonzalez and Herrera were identified as associates of DTO. Gonzalez and Herrera are considered “runners” by law enforcement-an individual that delivers drugs to customers on behalf of DTO. On January 8, 2026, Officer Rhiel and other officers were conducting surveillance on Gonzalez and Herrera at a residence where they are believed to reside-[ADDRESS REDACTED], Apple Valley. At approximately 10:00 A.M. On January 8th, Gonzalez left Apple Valley in a Toyota Camry and traveled north on I-35. In total, three people were in the Toyota Camry-Gonzalez, Herrera, and a third person.
The Toyota Camry traveled to the Best Western Hotel, 405 8th Street, Minneapolis, and parked in the parking lot. Gonzalez exited the passenger seat of the Toyota Camry. An unknown Hispanic male exited the hotel wheeling a silver/gray suitcase and walked to the Toyota Camry. Gonzalez met with the male. The trunk of the Toyota Camry was opened. The unknown Hispanic male lifted the suitcase into the trunk of the Toyota Camry. Gonzalez entered the passenger seat of the Toyota Camry and left the parking lot.
The Toyota Camry was stopped. Twenty-four bricks (three pounds) of suspected drugs wrapped in foil inside a cardboard box that had gear oil were found inside the Toyota Camry. The substance was presumptively tested, result positive for methamphetamine. Officers continued surveillance near the Best Western Hotel. Officers observed a 2018 blue Infiniti Q60 arrive on 9th Street near the hotel. The same unknown Hispanic male exited the hotel with a black suitcase, wheeled it to the Infiniti, and placed it in the back seat.
The Infiniti left and traveled east on I-94 to Saint Paul, County of Ramsey. The Infiniti exited I-94 to Lexington Avenue east, and appeared to travel over the speed limit. The Infiniti traveled on the frontage road to Marion Street, and back to I-94 east. The Infiniti made multiple lane changes without using a turn signal and entered the I-35E ramp. Officers conducted a traffic stop of the Infiniti at Maryland Avenue East and Westminster Street, Saint Paul, County of Ramsey. YENG MOUA, [DOB REDACTED], was the driver of the Infiniti.
XIANNA KASIA MOUA YANG, [DOB REDACTED], was the passenger of the Infiniti. Both parties said they were married. An open suitcase was in the back seat of the Infiniti. A black garbage bag that was ripped open and had identical packaging as the drugs recovered in the Toyota Camry was inside the Infiniti. YENG MOUA and XIANNA YANG were ordered out of the vehicle and arrested. A narcotics dog alerted to the presence of drugs in the vehicle. Fourteen boxes (3 pounds) of drugs were recovered from the vehicle, presumptively tested positive for methamphetamine.
