On or about October 28, 2025, Officers with the Minneapolis Police Department took a report of a domestic assault that occurred on August 17, 2025. The assault happened in Powderhorn Park in Minneapolis, Hennepin County, Minnesota. Officers spoke with the reporting party, Victim [NAME REDACTED], who stated that on August 17, 2025, she was with her ex-boyfriend Jaylin Marcquan Neal [DOB REDACTED], Defendant herein. She said they had been at Chi/Lake Liquor and had been arguing about him wanting to have sex with other women.
They ended up walking into the park. While at the park Victim [NAME REDACTED] in front of Defendant because she was upset, and Defendant was pulling on her backpack to stop her. She eventually told him to stop doing this. Defendant then grabbed Victim by the arm and slammed her onto the ground near the curb. He got on top of her and began to strangle her with both hands. She said she had trouble breathing during the assault. He eventually let her go and they walked to the People Severing People Shelter at 810 7th Street South where they both were staying.
Victim stated she and Defendant were in a relationship from August 5th to September 28th of 2025. She stated the assault resulted in marks on her neck. At the time of the assault, she was about three months pregnant. When asked why she waited so long to report the assault she stated that she is no longer in Minneapolis but is now residing in a domestic abuse shelter elsewhere. Defendant is out of custody and believed to be homeless at the time of this complaint. Given the violent allegations above and his unknown whereabouts, a warrant is requested to be issued with this complaint.
