Probable Cause
On March 25, 2026, Deputy Loomis with the Wright County Sherriff’s Office observed a 2004 Buick LCF traveling on 3rd street and Palm Street in Monticello, Wright County, Minnesota. The vehicle was observed not to make a complete stop. Deputy Loomis also observed the vehicle’s upper mounted brake light not functioning and a cellphone holder cup suctioned to the window appearing to obstruct the driver’s view. Deputy Loomis initiated a traffic stop of the vehicle. Deputy Loomis made contact with the driver identified as Kathleen Elizabeth Manke [DOB REDACTED] hereinafter defendant.
While speaking with defendant, Deputy Loomis observed defendant to have shaky hands, avoiding eye contact and scabs on defendant’s face consistent with methamphetamine use. Defendant admitted to using methamphetamine three years ago. Deputy Loomis ran defendant’s license information and observed defendant’s license was valid but required to have ignition interlock in her vehicle. Deputy Loomis observed the vehicle was not equipped with ignition interlock. Defendant was placed under arrest and the vehicle was searched subject to a tow.
Deputy Loomis located approximately 2.27 grams of a crystal-like substance that field tested positive for methamphetamine, a schedule-II controlled substance.
