At approximately 6:15 PM on January 30th, 2026, officers from the Woodbury Police Department responded to a report of a theft from the Ulta store located at 8290 Tamarack Village, in the in the City of Woodbury, within Washington County. Officers spoke with store personnel, who advised that two suspects came into the store and removed several items without paying. One suspect wearing a distinctive black jacket took $588.00 worth of merchandise, consisting of 14 Dior lip products. Officers were advised that both suspects then fled the store.
Officers reviewed surveillance footage from inside and outside the store, as well as videos from prior Ulta thefts recently in the metro area. Officers eventually identified the back jacket suspect as JOLANDA ELAINE DEANE-ORTLEY [DOB REDACTED], the defendant. The defendant was apprehended in an Ulta theft in December 2025, and in addition to being a match based on facial structure and physical characteristics, was wearing the same coat and glasses. It should be noted that the defendant has at least 21 theft-related convictions since 2012, including 10 prior felony theft convictions.
The most recent being a theft conviction dated 12-17-2021, which is found in Hennepin County District Court file number 27-CR-21-19044. The defendant is also on warrant status for six different theft charges in Hennepin County. The state is requesting a warrant to secure her appearance in Washington County District Court.
