The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: In October 2022, the defendant, ANDREW TIRON KELLEY ([DOB REDACTED]), was convicted in Hennepin County of two counts of Assault in the Fourth Degree – Gross Misdemeanor (Case No. ••-CR-••-••••), in violation of Minn. Stat. Sect. 609.2231. He was initially placed on probation, but on June 24, 2025, he was ordered to serve 364 days in the Hennepin County Workhouse (with credit for time served of 168 days), including home detention / electronic monitoring or work release, if eligible.
The next day (June 25), the defendant signed an electronic home monitoring (EHM) agreement and received a new EHM device. The device was registered to his home, an apartment on Marion Ave. In Roseville, Ramsey County. Due to multiple violations of community-corrections requirements, the defendant was ordered to report to the Hennepin County Adult Correctional Facility by the afternoon of August 22, 2025. Records indicate that he did report that day, but when he learned that a disciplinary hearing would be held, he left, telling ACF staff that he would rather be “on the run.” Records indicate that the last time that the EHM system was in contact with the defendant was that morning (August 22). Several warrants are outstanding for the defendant’s arrest.
His whereabouts continue to be unknown. A warrant is respectfully requested in this case as well.
