On November 20, 2025, at approximately 11:57 P.M., officers of the Minneapolis Police Department were conducting routine vehicle patrol when they were flagged down by VICTIM in the area of Lake Street East and Minnehaha Avenue, city of Minneapolis, Hennepin County, Minnesota. VICTIM [NAME REDACTED] was just in an altercation with her former romantic partner, LOUIS TAVAROUS GATES [DOB REDACTED], DEFENDANT herein. According to VICTIM, [NAME REDACTED] in a parked car at a nearby business when an argument escalated when DEFENDANT grabbed VICTIM’s head and slammed it against the interior of the vehicle, telling her “I’m not f****** playing with you.” VICTIM indicated this caused her harm and made her fear that DEFENDANT would cause further bodily harm.
VICTIM attempted to call a family member to seek help when DEFENDANT ripped VICTIM’s phone from her possession. DEFENDANT then drove off with VICTIM [NAME REDACTED], until VICTIM [NAME REDACTED] once stopped at the intersection of Lake Street and Minnehaha. After fleeing the vehicle, DEFENDANT sent VICTIM a text stating “Bet your ass had to find a ride. You little drunk ass hoe.” DEFENDANT has the following prior QDVRO convictions within the previous 10 years: (1) Felony Domestic Assault, ••-CR-••-•••• [3/11/2022]; (2) Assault-5th Degree, ••-CR-••-•••• [9/27/21]; (3) Felony Violate NCO, ••-CR-••-•••• [12/20/2017]; (4) Assault-5th Degree, ••-CR-••-•••• [5/31/2017]. VICTIM [NAME REDACTED] intent to seek an Order For Protection.
Due to the nature of the offense, DEFENDANT's prior convictions for similar conduct, and VICTIM's intent to seek an OFP, the State requests a DANCO issue. DEFENDANT is presently in custody.
