On November 18, 2025, at approximately 10 A.M., law enforcement officers were dispatched to a report of a sexual assault of a juvenile female at a park in Minneapolis, Hennepin County, Minnesota. The juvenile female is 11 years old and identified herein by fictitious initials, ABC. The 911 caller reported they were just approached by ABC who came running to their door and reported being touched by an unknown male in the park. Upon arrival, officers met with ABC who was visibly shaken. She reported she was walking to school when she took a break in the park.
She sat on a bench when she was approached by an unknown male. The male proceeded to sit on the bench next to ABC and ask her age. ABC told the male she is 11 years old. The male then grabbed his phone and showed ABC pornography on his phone. He then pulled his pants down and began to touch his penis. ABC saw the male’s penis. The male then proceeded to touch ABC. He touched her thigh, shoulder and then squeezed her breast over her jacket. The male asked ABC if he wants to go to her car before walking towards a dark colored vehicle.
ABC then ran to a nearby house and asked the resident to call 911. ABC described the male as a black male with short hair wearing black pajama pants with a “scream” character on them, wrapped in a grey blanket. After bringing ABC back to her home, officers returned to the park and located a vehicle parked on the north side of the park. As an officer passed the vehicle, a light skinned black male wearing black pajama pants with a distinct face on them, stepped out of the vehicle. He was formally identified as ISAIAH JEREMIAH KESSEL [DOB REDACTED]. An officer could see a grey blanket inside his vehicle.
KESSEL stated he had been at the park for around an hour. He stated he did walk through the park but denied having a conversation with anyone. The age difference between KESSEL and ABC is 186 months. Due to the nature of this offense, a WARRANT is requested.
