On November 17, 2025, at approximately 9:49 PM, deputies were dispatched to a residence on Hudson Blvd N in the City of Lake Elmo, County of Washington, State of Minnesota, on a report of a physical domestic assault. On arrival, deputies contacted Katherine Anne Armstrong, [DOB REDACTED], hereinafter "Defendant." Officers also contacted J. M. Outside the residence. Defendant told officers that J. M. Hit her multiple times and pointed a firearm at her that night, but she could not identify when the alleged strikes occurred, changed her account about whether she was struck in the face, and claimed a firearm was pointed at her despite deputies' knowledge that J. M.'s firearm remained in the Sheriff's Office evidence room from an earlier arrest and had not been released to him.
Deputy Freeman reviewed videos recorded by J. M. From that evening showing Defendant repeatedly approaching and striking J. M.'s right arm with open and closed hands while he attempted to disengage, with no audible or visible indication in the videos that J. M. Had struck Armstrong. Deputies observed Defendant to appear under the influence, verbally aggressive, and uncooperative with EMS, who recommended hospital evaluation after she complained of nausea, vomiting, dizziness, and a potential concussion, which she refused.
On November 18, 2025, Deputies were called to the same location on a similar report by Defendant. Again, they documented that Defendant made additional inconsistent and unfounded reports of the same incident as the previous night. J. M. Showed deputies additional videos of him being assaulted by Defendant. Defendant has a prior conviction for misuse of 911, but not a prior conviction under this section to enhance the charges in this matter.
