On 11/05/2025 at approximately 1530 hours, Officers self-assigned to recover a stolen vehicle that was parked at [ADDRESS REDACTED], Minneapolis, Hennepin County. Remarks in the call indicated a blue 2020 Kia Sportage bearing MN plate FCA446 had been parked at this location for over an hour. The NCIC hit on the vehicle indicated a date of theft of 10/19/2025. Officers arrived and observed an individual standing near the vehicle, an occupant in the front passenger seat, and an occupant in the rear passenger seat.
The individual standing near the vehicle was identified as DUSTIE SHAWN FAY, [DOB REDACTED], Defendant herein. Officers then detained Defendant, and during a weapons frisk of Defendant, the Officer felt an object below Defendant’s left armpit. While feeling the object and based on his experience, the Officer believed he felt the grip of a handgun. The Officer asked Defendant what this object was and Defendant stated that it was a BB gun. The Officer then removed the alleged BB gun from a holster tucked under Defendant’s left armpit.
Upon further inspection, Officers discovered that the BB gun was loaded with live 9mm ammunition. Officers then requested Dispatch to check if Defendant was prohibited from possessing guns or ammunition. Dispatch reported that Defendant is a prohibited person based on a 2018 felony conviction for 3rd degree assault in court file ••-CR-••-••••. Defendant was placed under arrest. Defendant is currently in custody.
