All of the conduct described herein occurred within the County of St. Louis, State of Minnesota, unless otherwise noted. On April 23, 2026, at approximately 7:30 A.M., Duluth Police responded to Reflections Treatment Center located at [ADDRESS REDACTED] in the city of Duluth, for a report of a burglary that occurred overnight. Upon arrival, officers met with a staff member, who led them to the IT area that was broken into. The deadbolt area of the door was blown out and the actual bolt was laying on the ground just inside the door.
The door led to a small server room, which had a mounted camera on the wall. Officers also later learned that there were unplugged wires that controlled the security cameras. Officers observed some items on the main floor were ransacked and the kitchenette area had multiple drawers open and various items were scattered around. Staff explained that the building has multiple entrance points including a front door, side doors, and rear exits and most doors require key fob access. The owner of the treatment center was there until 5:00 P.M. The night before, and reported there was a set of janitor keys that had been on the cleaning cart that were now missing.
The keys were last seen on April 22 at 4:15 P.M. The keys allow access to the entire building. Later that day, staff members sent officers video links that contained multiple video clips of the suspects entering and inside of the facility. One of the individuals appeared to be a black male, mid 20s to early 30s wearing, wearing winter clothing with a white/light colored stocking cap, black backpack, and a red hood sticking out from underneath a black jacket, who approached the rear entryway door of the facility.
The male walked up onto the wooden steps which faced eastbound towards the alley. After approaching the door, he grabbed onto the handle and pulled on it aggressively multiple times before observing the door pop open and he entered through this opening. A white female was with the male. The male was later identified as Darrel Donta Lloyd [DOB REDACTED] hereinafter Defendant Lloyd. In one of the clips, Defendant Lloyd and the female go inside the building. Through multiple videos, multiple different people can be seen going inside and walking around inside of the building throughout an extended period of time.
However, Defendant Lloyd is the only one seen pulling on the exterior doors in order to gain access in this aggressive and violent manner. Through viewing other video camera angles from inside of the building, Defendant Lloyd can also be seen opening and going into what appeared to be the data/control system room. Defendant Lloyd can be seen entering the room walking around for a brief period of time before exiting. Through viewing the footage, officers were able to identify two of the other suspects that were walking inside of the building.
