On December 17, 2025, officers responded to a report of an assault and disturbance at the Target Center located in Minneapolis, Hennepin County, Minnesota. Upon arrival and during the incident response on the concourse area, officers observed a female later identified as RANDI SYMONE JACKSON [DOB REDACTED], engaged in assaultive and disruptive behavior with venue security personnel. An officer—wearing a full police uniform and identifying himself as police—observed JACKSON strike a security guard in the face with a closed fist and also slap at the guard’s face with an open hand.
When officers attempted to place JACKSON under arrest, JACKSON remained physically aggressive and kicked the officer multiple times (estimated 4–6 times) in the knee, shin, and ankle, and continued to physically resist arrest. During the struggle, JACKSON spit, and the officer reported spit landing on the officer’s vest, gun magazine, and arm. The officer noted redness to the left side of the face and left knee. Photographs of the officer’s injuries were taken. The security guard victim reported that he approached JACKSON due to her causing a disturbance and assaulting people on the concourse; when he attempted to escort JACKSON from the area, she struck him in the face with a punch and slapped him with an open hand.
Photographs of the security guard’s injuries were also taken. After being placed in the squad car, JACKSON began banging her head against the interior of the squad. Due to her behavior and for safety considerations, JACKSON was transported by ambulance on a hold to HCMC. Defendant is not in custody.
