On November 3, 2025, at 12:05 P.M., Officer Skar with the Woodbury Police Department was dispatched to the Health Partners Specialty Center located at [ADDRESS REDACTED] in the City of Woodbury, Washington County, regarding a damage to property. Upon arrival Officer Skar met with J. J., who reported that all four tires on her 2017 Jeep Cherokee had been slashed. J. J. Explained that she works at Health Partners and arrived at approximately 8:00 A.M., leaving her vehicle in the parking lot. When J. J. Returned to her vehicle around noon, she observed the tires had been slashed.
J. J. Suspected her soon-to-be ex-husband, NIEEM KALIF JONES, [DOB REDACTED], was responsible for the damage. J. J. Obtained an estimate which stated it would cost $917.76 to replace her tires. J. J. Explained that she and JONES were married for three years, and he has been making threats to her since their separation in October. JONES told J. J. That he would kill her if she tried to move on. Officer Skar observed text messages from phone number [PHONE REDACTED], which J. J. Stated belongs to JONES. The messages stated that J. J. Could "block a million numbers" but he would continue reaching out to her.
J. J. Stated that between November 1-3, she received 49 phone calls from unidentified phone numbers, and several text messages. J. J. Answered some of the phone calls and immediately recognized the caller as JONES. J. J. Stated that JONES drives a black Jeep Grand Cherokee with dark tint and a "blackout" specialty license plate. Officers searched Minnesota DVS records and confirmed that JONES owns the vehicle described by J. J., which bears Minnesota license plate [PLATE REDACTED]. Officer Skar spoke with a security officer at Health Partners, who reported that a black Jeep SUV with dark tint was seen circling the parking lot prior to J. J.'s arrival.
At 8:04 A.M., J. J. Arrived, parked her vehicle, and entered the building for work. Surveillance footage captured an individual exit the black Jeep and approach J. J.'s vehicle. Officer Skar called phone number [PHONE REDACTED] and spoke to a male who identified himself as JONES. JONES denied slashing J. J.'s tires and claimed that he left for Atlanta, Georgia on November 2 at 8:00 P.M. In his Jeep and was still there during the time of the incident. On November 4, 2025, Officer Johnson with the Woodbury Police Department was dispatched to the Lifetime Fitness located at [ADDRESS REDACTED] in the City of Woodbury, Washington County, regarding a damage to property report.
Upon arrival, Officer Johnson met with the reporting party, D. C., who stated that while in the Lifetime parking lot he heard what sounded like air leaking from the tires of a vehicle. At the same time, D. C. Noticed an individual wearing black pants and a black sweatshirt walking away from the parking lot towards the nearby Heppner's Auto Body shop. D. C. Used his cellphone to record a short video of the individual walking away, then followed the air-leaking sound to a Jeep Grand Cherokee that appeared to have all four of its tires slashed.
