The following is based on your complainant’s review of the reports of other officers and your complainant’s own investigation: On December 23, 2025, at shortly after 6:00pm, Ramsey County Emergency 911 received a call from an upstairs apartment on Como Ave., St. Paul, Ramsey County. The caller said that a man was threatening him while outside of his door. The caller then said that the man was kicking in the door; the dispatcher heard a yelling and coughing, and then the line disconnected. A second call then came from a neighbor who saw the door being kicked in and heard the first caller screaming “stop.” She said that she recognized the man who kicked in the door as a resident of [APT REDACTED]. St. Paul Police responded and met with the first caller, TDR ([DOB REDACTED]). His mouth and teeth were covered in blood, which was running down his neck to his shirt and smeared on his hands, shin, and clothing.
His left cheek and eye were red and slightly swollen. TDR said that a short time earlier, while looking outside from his unit, he had noticed that a resident of [APT REDACTED] did not pick up the dropping from the resident’s dog. He said that he went to his patio and asked the resident to pick up the droppings, initiating a brief verbal altercation. He said that a short time later, the resident came to his locked door, forced entry into his apartment, and – without further provocation or discussion – punched him in the side of the face with a closed fist.
The second 911 caller, a next-door neighbor to TDR, said that she heard the verbal altercation between TDR and the resident of [APT REDACTED] over the dog. She said that she then heard the defendant, while standing outside of TDR’s apartment, tell someone by phone that he was about to go back to jail. She said that she peered out and saw the man force entry into TDR’s apartment. Photographs were taken of TDR’s apartment and injuries. Officers observed splinters on the floor consistent with the door having been kicked.
As officers spoke with TDR, a woman entered the building. She was identified as a resident of [APT REDACTED]. She said that on this day, her 11-year old son had been cared for an acquaintance, the defendant, EUGENE CHRISTOPHER BILLUPS ([DOB REDACTED]), while she was running an errand. She said that she had told the 11- year old to bring the dog outside to toilet and that the child [NAME REDACTED], crying, saying that the neighbors had called him (the child) names. The 11-year old confirmed that the defendant was with him while the child’s mother was gone.
He said that after he brought the dog outside, the neighbor (TDR) yelled at him for not picking up and called him a “b**** ass.” He said that he cleaned up the droppings and then called his mother. He did not recall when the defendant left the apartment. Video from TDR’s doorbell camera was recovered. It shows the defendant on a phone call, saying to the other party that he had had an altercation with another man and was going to “choke” him out. He first knocks on the door then uses his leg to force entry.
